Harmful to Life

Proof of Risks to Human Health

Exposure has serious biological health effects.

RF EMF interfere with biological, chemical and electrical systems in human organisms. So far our limit values are established only on cause of temperature rise, not on biological effects like DNA damage.

Scientific studies confirm that adverse health and biological effects, not only those related to temperature, can occur at intensities millions of times lower than current public exposure limits.

RF EMF is an oxidation stressor. It promotes free radicals to attack cell membranes and can lead to mitochondria DNA damage (Source: Newsletter Special Issue January 2021). Also adverse effects on other biological processes and organs confirms WHO EMF Project Report 2021.

Proposal 1

Enact RF EMF exposure limits based on all health and biological effects (not only thermal) to protect humans – above all children, pregnant women, patients, the elderly, electrohypersensitive people (EHS); apply the precautionary principle.

Children are more vulnerable than adults

RF EMF poses a greater threat to children than adults. It is due to the major anatomical differences between the head of a child and an adult.

The skull of a child is much thinner than that of an adult. The skull acts as a barrier to radiation absorption. Children have less protection and receive a proportionally bigger intracranial peak tissue dose due to smaller heads and much thinner skulls than adults.

The marrow in the skull of a child is up to ten times more vulnerable to RF EMF than the skull of an adult. Stem cells develop in the bone marrow, which are crucial for the development of children, but they are also most affected by wireless.

Children have a higher density of active stem cells in their bodies especially in the first stages of their development. Research shows that stem cells are often more sensitive and reactive to low levels of microwave radiation than other cells.

Children absorb more of wireless radiation energy. This is due to the higher water content in their cerebral and body tissues, which makes children more conductive.

Two-decades-old Regulations

Since 1999 the Council Recommendation has not been reviewed and reassessed.

For more than two decades wireless technologies and their usage have increased dramatically but so far no review of the Council Recommendation has taken place.

The ICNIRP 1998 recommendations were adopted by the EU in its Council Recommendation of 1999. ICNIRP is a private organization and its recommendations are not comprehensive enough and are based on a few selected studies and exclude a big number of studies that show adverse effects from RF EMF.

In 2009 the EU Parliament called on the Council to amend its Recommendation and set stricter exposure limits.

In 2011 The International Agency for Research on Cancer (IARC) classified RF radiation as Group 2B. It means as a possible carcinogenic to humans (based on an increased risk for glioma, a malignant type of brain cancer, associated with wireless phone use).

There is a common consensus between medical doctor researchers that IARC classification will most probably lead to a re-evaluation of a category more severe than 2B.

Not Based on the Best Scientific Data

From many guidelines the European Council took into account just one, the least protective.

There are many guidelines on exposure limits to RF EMF, but the EU Commission decided to follow only ICNIRP guidelines and set the limit to 10,000 mW/m2 (in the preamble section point 10)

Example of scientific guidelines by experts who are independent of the telecommunication industry and without conflict of interest :

Workers are more protected than the public - Workplace Directive 2013/35/EU sets limits to ??? This means, the public is discriminated against workers.

Electric devices are better protected than people - International standard for electric devices IEC 61000-4-3 sets 4 levels from 2 mW/m2 to 2,300 mW/m2 (in table 1). What about people who need electrical devices like pacemakers?

Experts with Conflicts of Interest

Important research is excluded.

ICNIRP is a private German association consisting of a Commission of up to 14 members with a scientific background, most of whom are accused of being very closely related to the industry.

We Consider ICNIRP Flawed because it denies proven biological effects and takes into account only thermal effects. This attitude cannot provide high level protection.

The EU is obliged to take into consideration scientific facts due to article 114 of TFEU where “The Commission…will take as a base a high level of protection, taking account in particular of any new development based on scientific facts.”

SCHEER has a standing mandate to provide an independent update of the scientific evidence available, including the assessment of health risks that may be associated with exposure to EMF.

TODO: Upgraded Devices not Retested

When the user functionality of a device changes e.g. if a device becomes a ‘SMART device’, it is not retested.

The U.S. Government Accountability Office (GAO) published the report Exposure and Testing Requirements for Mobile Phones Should Be Reassessed back in 2012, where it says: “…actual exposure depends on a number of factors including how the phone is held during use…Some consumers may use mobile phones against the body, which FCC does not currently test…

Wireless not Regulated near Children

Cabled connections are not prefered near children.

Digitalization is equipping schools with more and more devices that generate RF EMF (printers, bluetooth). Schools are becoming a target market for corporations, there are no restrictions. The use of mobile phones by schoolchildren on school premises is not strictly regulated.

Children are more vulnerable to wireless than adults.

Teachers and parents are not educated regarding the hazards of wireless devices especially around children.

Low Awareness of Risks

The public is neither informed about the potential health risks nor about harm reduction strategies.

The issue of RF EMF has not yet reached the university and college curricula. Education is not objective - there is too much advertising.

Teachers at schools are also not informed about this problem and cannot include it in their education of children.

Medical professionals are not educated about the biological effects of RF EMF and are not provided training on treatment of patients with electromagnetic hepersensitivity.

The rising amount of interconnected devices was not taken into account when current legislation was prepared. Employees for example are not aware about risks from the following:

  • Many people are irradiated at their workplace or home office without their knowledge. They also irradiate others without wanting to do so using Wi-Fi, DECT phones or cell phones.
  • Many employees in all kinds of markets, logistics, restaurants are using wireless devices such as handsfree devices, bluetooth devices, DECT phones, barcode scanning or payment terminals

Discrimination and Exclusion

Minorities are not provided adequate protection.

For sensitive groups of people (e.g. electrosensitive or electro hypersensitive people, sick people, senior citizens, pregnant women, children) as well as flora and fauna are not provided a zones with a low level of RF EMF.

No special attention is paid to sleeping areas, which should give the organism an opportunity to recover from the exposure during the day. Advice from building biologists for exposure less than 0.01 mW/m2 is neither acknowledged nor followed.

Public transport does not offer Wi-Fi and radiation free options such as Wi-Fi and mobile communications free compartments or vehicles.

Hardly ever do hotels set up special rooms for EHS victims; not even in hospitals and rehabilitation clinics is this issue taken into account.

Right to Physical Integrity

The biological, chemical, electrical, and sensory systems of citizens are involuntarily and continuously disturbed and affected by RF EMF.

Humans are in many cases irradiated mostly involuntarily from a mixture of all-day transmission from their personal wireless devices but also from various infrastructure antennas and transmitter sources.

People use devices in their default setting, which means that the devices constantly emit electromagnetic waves at their maximum power level. The majority of the population is not educated about the importance of minimizing irradiation from personal devices when not used. Most citizens have no way of checking the values of exposure in the environment that is surrounding them.

There is no labelling for public indicating the presence of microwaves or electromagnetic fields.

Efforts continue to be made to establish EU-wide agreements for a permit-free rollout of small cells or wireless access points in all member states at high densities and in close proximity to living organisms (see 5G in-depth analysis for ITRE Committee).

Trees and Bees Harmed

Bees and other insects disappear, birds are disoriented and trees grow slower.

Worldwide, the number of insects is decreasing at an alarming rate. Existing research indicates another factor than pesticides: the increasingly frequent use of RF EMF. (Source Biological effects of electromagnetic fields on insects)

“All pollinator groups except butterflies were affected by EMR.” (Source Electromagnetic radiation of mobile telecommunication antennas affects the abundance and composition of wild pollinators)

“Statistical analysis demonstrated that electromagnetic radiation from mobile phone masts is harmful for trees. These results are consistent with the fact that damage afflicted on trees by mobile phone towers usually start on one side, extending to the whole tree over time.” (Source Radiofrequency radiation injures trees around mobile phone base stations)

The European Treaties have explicitly established that the precautionary principle applies in the field of EU environmental policy.
