Ensure additional exposure guidelines are made by scientists with biomedical expertise and who are free from conflicts of interest: appoint a new panel or expand SCHEER’s activities to assess RF EMF’s bioactive parameters.

Because We Consider ICNIRP Flawed, we request for new guidelines and include them in a list mentioned in Proposal 3.
Thermal heating and short-term effects cannot constitute the basis of high level protection according to scientific facts in thousands of articles. The EU is obliged to take into consideration scientific facts due to article 114 of TFEU where "The Commission ... will take as a base a high level of protection, taking account in particular of any new development based on scientific facts."
We ask the EU Commission to promote research into all the long-term and short-term effects of exposure to electromagnetic fields in all relevant bioactive parameters through research programmes and to work towards an international consensus with regard to guidelines and recommendations for protective and precautionary measures.
The list of bioactive parameters to be assessed in order to ellaborate truly protective guidelines is in the first paragraph in Explanation of Proposal 1.
SCHEER
The Scientific Committee on Health, Environmental and Emerging Risks was established by Commission Decision C(2015)5383. It took over the work of the Scientific Committee on Emergingand Newly Identified Health Risks (SCENIHR). SCHEER has a standing mandate to provide an independent update of the scientific evidence available, including the assessment of health risks that may be associated with exposure to EMF. Several measures have been put in place to ensure the committees’ independence and transparency.
